Taipower's early electricity purchasing was mainly from hydro power plants, like Shihmen and Zengwen, etc. However, serious power shortages occurred in 1990. In order to meet the increasing electricity demand, government opened the electricity market in 1995, which required Taipower to purchase electricity from private independent power producers. Mai-Liao power corporation was established as the first IPP. In 2023, Taipower's owned generation of electricity accounted for 71.1% of the total power supply, and IPPs accounts for 28.9%.
