During 1991-1996, the power development plan of Taipower was blocked due to the increase in people's awareness of environmental protection. As a result, the reserve margin of power supply in summer was only 5%, and results in 14 times of energy rationing in 1991 and 16 times of energy rationing in 1994. It affects the economy, society and people's livelihood. To solve the problem of insufficient electricity, the Ministry of Economic Affairs opened the market for independent power producer (hereinafter referred to as IPP) in 1995. Taipower purchases the electricity generated by these IPPs. Since then, IPPs have become a vital source of electricity supply in Taiwan.
