December 5, 2023 - Taipower and the European Chamber of Commerce Taiwan (ECCT) jointly released the “Paving the Way to Net Zero Power Report” today. The report, which covers carbon neutrality strategies, hydrogen development, co-firing technologies, and green energy topics such as electric vehicles, was jointly developed by Taipower and ECCT members, including their offices and corporate members. The collaboration involved over 20 organizations and drew insights from more than 10 countries, including France, Germany, the Netherlands, Japan, and the United States. The report provides valuable insights into energy development policy perspectives and adaptive solutions based on policy context, grid infrastructure, and both supply-side and demand-side considerations, making it an industry-leading practical guide for achieving net-zero emissions in the power sector.

The launch event for the “Paving the Way to Net Zero Power Report” took place at the Grand Hyatt Taipei today. Taipower President Yao-Ting Wang and the ECCT Chairman Giuseppe Izzo jointly presented the report to Deputy Minister of the Ministry of Economic Affairs Wen-Sheng Tseng. The event was attended by various dignitaries, including ECCT CEO Freddie Höglund, Deputy Director-General of the Energy Administration, Ministry of Economic Affairs Chun-Li Lee, representatives from the Bureau Français de Taipei (BFT) and the Finland Trade Center, and approximately 50 European corporate representatives.

Taipower stated that as the demand for electrification in various sectors continues to grow, the electric industry plays a crucial role in helping the country achieve its net-zero goals. To align with international standards and work toward the 2050 net-zero emissions target, Taipower’s dedicated research unit, the Taiwan Power Research Institute (TPRI), and the ECCT’s sub-organization, Low Carbon Initiative (LCI), jointly held ten exchange seminars from 2021 to 2022. These seminars covered topics such as carbon neutrality strategies, hydrogen energy, electric vehicles, recycling of solar panels and wind turbine blades, energy storage, and other global net-zero trends and technological applications. These discussions involved more than 1,300 participants. The highlights and insights from these seminars have now been compiled into a publication, showcasing the joint efforts to explore the direction of net-zero transition and the pathway to achieving net-zero electricity.

Taipower explained that the report not only contains preliminary research findings from Taipower and ECCT members in various fields but also incorporates innovative solutions proposed at workshops by numerous industry representatives, such as TUV Rheinland Taiwan, Schneider Electric, and Orsted Taiwan. For example, under the theme of “Carbon Neutrality Strategies and Pathway Planning”, discussions covered the development strategies of various European countries and Japan in carbon reduction technologies, renewable energy, hydrogen, ammonia energy, carbon capture, and storage technologies. The report also addresses hydrogen energy development, including practical applications internationally and examples and technical feasibility of hydrogen–ammonia co-combustion.

Taipower noted that by staying informed about the latest international developments and industry trends, it is committed to translating the experiences of various countries into driving forces for their operations. The Company aims to further develop the application of new energy sources. For example, in February of this year, it selected the Kaohsiung Hsinta Power Plant as a demonstration base for hydrogen-blending power generation. In November, Taipower and Academia Sinica, Taiwan’s top academic research institution, jointly released research results on methane pyrolysis hydrogen power generation technology. This achievement was personally acknowledged by President Tsai Ing-wen.

In response to the challenges of the net-zero transition, Taipower is following the strategy of “Low Carbon First, Zero Carbon Later” established by the Ministry of Economic Affairs. The Company is focusing on key technologies for net-zero transition, including wind, solar, thermal, ocean, hydrogen, storage, and integration. Moreover, it’s planning and implementing steps to achieve net-zero emissions in the electricity sector, considering supply, grid, and demand aspects.

Taipower plans to distribute the report to various domestic and international organizations in the public and private sectors, as well as to EU member countries. The Company will also continue to collaborate with members of the ECCT’s Low Carbon Initiative to exchange ideas and insights on topics such as grid security, transmission and distribution technology, and smart asset management. In addition to achieving net-zero emissions in the electricity sector, Taipower aims to develop the best decarbonization pathways to realize the energy transition goal of 2050 net-zero emissions.
