Taiwan Strait is one of the best wind farms in the world, especially the offshore site of Changhua accounts for most of the wind power of Taiwan island. Therefore, Taipower's 'Offshore Wind Power Phase 1 Project' will be carried out here by erecting 21 wind turbines to 'borrow' electricity from wind energy. The installed capacity of the whole facilities is 10.92 KW (109.2MW) with an annual energy output more than 360 million kwh which shall supply power for nearly 90,000 households for their energy consumption throughout the year. Contract of the project has been successfully awarded to Jan De Nul Group from Belgium and Japanese Hitachi Ltd today (20180213) with a value of NT$24.99 billion.

Taipower explained that the site of 'Offshore Wind Power Phase 1 Project' is located about 8 km away from the west sea areas of Fangyuan Township of Changhua County, which is one of Bureau of Energy's offshore wind farm demonstration projects. Jan De Nul Group and Hitachi are planning to conduct field surveys, geological drilling investigations and detailed design work about wind turbines' installation after the contract has been awarded this year (2018). The manufacturing of substructures and wind turbine generators, etc. is scheduled for next year (2019) and pile foundations and installation of wind turbine generators are estimated to complete in the year after next year (2020) with an aim to synchronize in parallel by the end of 2020 so as to maximize the production of renewable energy step by step.
